FoothillsParks & Recreation has the most liberal geocaching regulations I've found -- there are none, and we're just requested to follow the Geocaching.com guidelines on cache placement (no digging, etc). So long as everybody follows these rules, we should hopefully be able to avoid the imposition of other regulations in the future.
